A recent Finland-based Centre for Research on Energy and Clean Air study concluded that European Union countries spent roughly $23 billion on Russian fossil fuels last year while sending Ukraine less than $20 billion in aid. Turkey, a NATO country but not an EU member, sent Russia another $35 billion.
