...you get an exploding culture of inebriation, chronic crime, and a defiance of all law and order. And then the drug culture gets worse if you attempt to decriminalize drug use, and subsidize it with free government syringes and crack pipes. Portugal is Exhibit A in a failed legalization experiment.
